When Julie Kuntz was looking to expand her women’s boutique business three years ago, she turned to the West Glen Town Center, an ambitious development in West Des Moines.

But after talking with a couple of retailers at the center, near Mills Civic Parkway and Interstate Highway 35, she decided to keep looking.
